The Muslim Council of Britain (MCB) is dedicated to ensuring the highest standards of care, security, and dignity for the deceased in all settings. In response to the tragic revelations of the David Fuller case, the MCB has strengthened its guidance to member organisations, including mosques, to prevent any similar violations.
Measures include restricting access to mortuaries to authorised, vetted personnel, supported by secure key management, CCTV monitoring, and alarm systems. All staff and volunteers involved in mortuary care are required to complete safeguarding training, and training on respectful handling of the deceased. Gender-appropriate handling is ensured, and family wishes are prioritised at all times.
The MCB has also emphasised the need for clear protocols for incident reporting and accountability, alongside regular audits to uphold safeguarding and security standards. By embedding these practices, we aim to protect the deceased from harm and maintain the dignity they deserve.
We welcome this Inquiry’s focus on safeguarding and stand ready to support its recommendations to ensure the security and dignity of the deceased in all settings, preventing future violations of this nature.
