Volunteer management: hours logging, safer recruitment & safeguarding

Evaluates the fulfillment of Amānah (trust) by ensuring volunteer service is honored through systematic logging and protected via robust safeguarding. This criterion assesses (A) service stewardship through accurate hour logging and (B) safeguarding governance including safer recruitment, training, reporting, and data protection. Scoring considers both domains with minimum safeguarding ‘red lines’ (non-negotiables) regardless of logging performance. Safeguarding is a communal obligation of raḥmah: ‘The believers… are like one body’ (Muslim 2586), reinforcing proactive prevention, prompt response, and collective responsibility for the vulnerable.

Maturity Levels
Level 1: Initial/Ad-hoc

Volunteer management is ad-hoc. Hours are not formally tracked, and safeguarding is based on informal understanding with no written policy.

Level 2: Developing

A basic system (e.g., spreadsheet) is used to log volunteer hours inconsistently. A basic safeguarding policy exists but is not widely communicated or integrated into operations. Essential safeguarding controls are missing.

Level 3: Established

A standardized system is used to consistently log and report on volunteer hours. A formal safeguarding policy is implemented, with a designated lead and mandatory awareness training for relevant personnel.

Level 4: Advanced

Volunteer data is systematically analyzed for recognition, reporting, and operational planning. Safeguarding is proactive, with annual audits, quarterly dashboards, role-specific training, and a clear, well-understood process for reporting and managing concerns.

Level 5: Optimizing

Volunteer management and safeguarding are fully integrated into the organization's culture and strategy. External reviews are conducted every 2-3 years, learning is shared with partners, and the organization benchmarks against national standards (e.g., NCVO IiV, NSPCC).
