Year-round mutual-aid network activity

This criterion assesses the active cultivation of a year-round mutual-aid network, embodying the principle of *Taʿāwun*. By facilitating direct peer-to-peer support, the organization strengthens community resilience, deepens social bonds, and builds a sustainable, dignified system of care. A ‘documented act’ is a recorded request-and-fulfillment instance between peers (not staff-delivered services), logged with date, type, anonymized parties, and outcome. Direct cash transfers are not permitted. Where shopping/reimbursements are necessary, they must use a controlled process: (1) pre-approval by coordinator, (2) two-person verification for reimbursements, (3) itemised receipts required, (4) payment only to the helper (not to the requester) via traceable method (bank transfer), and (5) recording in the mutual-aid log with finance reference.

Assessment Questions
  1. How does the organization facilitate peer-to-peer support among its community members?
  2. What formal systems, platforms, or processes are in place to manage and sustain the mutual-aid network year-round?
  3. How do you triage risk and decide when home visits/escorts are permitted?
  4. How do you prevent oversharing of personal/sensitive data in the channel (visibility model)?
  5. If shopping/reimbursements occur, what controls prevent fraud, coercion, or financial abuse?
  6. How is the impact and effectiveness of the mutual-aid network measured, and how is this data used for continuous improvement?
Evidence Requirements
  • Documentation of the mutual-aid network's processes, guidelines, and volunteer roles.
  • DPIA (Data Protection Impact Assessment) and Privacy Notice.
  • Induction materials and dated acceptance records for all members.
  • Sample role-based risk assessment and transport driver check logs (licence/MOT/insurance).
  • Records or logs of support requests and their fulfillment, demonstrating year-round activity (quarterly distribution).
  • Incident/near-miss logs and safeguarding referral logs.
  • Trustee/SMT quarterly report extracts showing oversight of the network.
  • Impact reports, dashboards, or analyses showing trends in support and participant feedback.
Scoring Guidelines
LevelRatingDescription
5 5/5 Robust network with excellent activity level (≥ 8 acts/yr across ≥ 3 quarters), documented learning reviews, high induction completion, and strong fulfilment rate.
4 4/5 Network exists, facilitates ≥ 4 acts/yr distributed across at least 3 quarters, with induction records and at least one quarterly report/summary.
3 3/5 Network exists, with occasional documented activity (2-3 acts/yr) or activity clustered in a single season.
2 2/5 Network exists but with minimal activity (1 act/yr) or lacks essential induction/safeguarding records.
1 1/5 No active mutual-aid network facilitated.
