Domestic-abuse safe-response protocol & trained leads

Assesses if the organization has a domestic abuse safe-response protocol and trained leads, evaluating its commitment to safeguarding and providing a safe point of contact for victims. It explicitly defines the organization's role as providing first-response, immediate safety planning, and warm referral—not counselling, mediation, therapy, or legal advice. The protocol applies to disclosures from service users, congregants, staff/volunteers, and third-party concerns in both on-site and online settings.

Maturity Levels
Level 1: Initial/Ad-hoc

No formal protocol or designated leads exist. Any response to disclosures is ad-hoc, inconsistent, and may lack safety and confidentiality considerations.

Level 2: Developing

There is informal awareness. Some leaders may be informally designated as points of contact, but there is no documented protocol, formal training, or audit.

Level 3: Established

Minimum Standard: A documented safe-response protocol is in place with ≥2 designated leads who have basic DA training. Safe reporting channels and a referral list are established.

Level 4: Advanced

Enhanced Standard: Protocol fully implemented using DASH RIC and MARAC pathways. Leads have role-specific training. SLAs with partners are active. Annual audit is conducted.

Level 5: Optimizing

Excellence Standard: Protocol is data-driven with outcome KPIs. Leads receive external supervision. Organization runs active prevention campaigns and undergoes peer review.
