CWE-CWR-10 Compassion, Welfare & Environment Community Welfare & Relief CORE Excellence v2.9.7

Orphan/widow support scheme

This criterion assesses the organization's structured program for orphans and widows. A comprehensive scheme demonstrates excellence by upholding the sacred amānah (trust) and riʿāyah (care), providing stability to vulnerable families and strengthening the organization's social impact and credibility. Delivery must preserve karāmah (dignity), avoid stigma, and apply non-discrimination while prioritising need through transparent criteria.

Maturity Levels
Level 1: Initial/Ad-hoc

Ad-hoc Support: Support for orphans and widows is informal, reactive, and provided on a case-by-case basis without a formal program or dedicated budget.

Level 2: Developing

Basic Program: A formal program with defined eligibility criteria exists. Support is primarily financial and may be inconsistent. Basic beneficiary records are maintained.

Level 3: Established

Structured Program: A well-defined program provides regular financial aid with segregated financial tracking (Amānah). Eligibility is verified against clear criteria, and basic needs are covered.

Level 4: Advanced

Holistic Care: The program uses Individual Support Plans (ISPs) to address education, health, and psycho-social needs. Safeguarding is fully operationalized, and outcomes are monitored.

Level 5: Optimizing

Empowerment & Advocacy: The program focuses on long-term empowerment with documented graduation/exit pathways to self-sufficiency. It advocates for rights and demonstrates leadership in Iḥsān.
