Links to hospital, prison, university chaplaincies

Assesses whether the organization has established and maintains active links with institutional chaplaincies (NHS hospitals and hospices, HMPPS prisons and Young Offender Institutions, and universities) to support pastoral needs, with measurable outcomes, compliance to institutional protocols, and evidence of impact. An 'Active Link' is defined as having named institutional contact(s), an agreed scope of support/referral route, a documented protocol or MoU, and at least quarterly touchpoints. A minimum viable partnership includes agreed pathways for Muslim pastoral referrals, volunteer access requirements, safeguarding escalation routes, and data-sharing positions. This work advances Maqasid al-Shari'ah (preservation of life and intellect) and upholds human dignity (Karamah) for all service users.

Level 2: Developing

Informal links established. The organization has identified points of contact within some local chaplaincies and provides occasional support (e.g., literature, volunteer details) upon request.

Level 3: Established

Defined processes and formal links. Deployment only after completion of vetting, induction, and institution approval. The organization has a formal program with designated personnel and clear communication channels.

Level 4: Advanced

Measured effectiveness. Routine compliance monitoring (audit of logs, training currency, incident reviews). The organization systematically tracks support activities and gathers feedback to assess effectiveness.

Level 5: Optimizing

Strategic partnerships and continuous improvement. Co-produced pathways and shared governance (advisory group). The organization acts as a strategic partner, proactively identifying needs and continuously improving services based on measured outcomes.
