Policy for Prayer (Salat) Facilitation
Assesses whether the organisation has a documented policy and provides safe, accessible, and clean prayer/ablution facilities. This criterion applies to staff, volunteers, and on-site visitors/service users. The policy must define access/booking rules, privacy arrangements, and priority during peak times (e.g., Jumu‘ah). Where premises constraints (e.g., leased sites) limit full provision, the organisation must document reasonable alternatives (nearby facilities, staggered breaks, portable kits) and the rationale.
Assessment Questions
- Is there a documented and communicated policy regarding the facilitation of prayer (Salat) for staff, volunteers, and on-site visitors?
- How does the organisation provide and maintain clean, accessible, and appropriate prayer facilities?
- Is a risk assessment for prayer/wudu areas current (reviewed annually/after change) and does it include COSHH for cleaning products?
- Are fire safety measures (evacuation plan, occupancy limits) posted and visible in prayer areas?
- Are cleaning and inspection logs maintained with at least weekly recorded deep cleans?
- Are slip/trip/electrical controls implemented and monitored?
- Has an accessibility audit been completed? If not fully Part M compliant, is an Access Statement/Reasonable Adjustment log in place?
- How are work schedules and break times structured to accommodate the five daily prayers?
- What specific arrangements are in place to facilitate congregational prayers, especially the weekly Jumu'ah prayer?
- How does the organisation gather feedback from staff and service users to review and improve its prayer facilities?
- If you monitor or manage bookings for prayer rooms, what lawful basis/consent is used, and is a DPIA in place (UK GDPR/DPA 2018)?
- How are rotas/coverage arranged to allow daily prayers and Jumu‘ah without disadvantaging others, and are refusals documented proportionately?
Evidence Requirements
- Copy of the official Prayer (Salat) Facilitation Policy.
- Photographic or physical inspection of the prayer room(s) and ablution facilities.
- Access Statement or Reasonable Adjustments log (if not fully Part M compliant).
- Risk assessment (including COSHH and electrical safety) and fire evacuation plan.
- Cleaning/inspection logs (daily visual, weekly recorded).
- Legionella logbook excerpts relevant to ablution outlets.
- Qibla verification evidence (e.g., photo of compass app check).
- Internal communications announcing prayer times or Jumu'ah arrangements.
- Records of staff feedback (e.g., survey results) and response.
- Timetables/rotas showing accommodation for prayer times with equality impact note.
- Incident/near-miss records (RIDDOR logs).
- DPIA and privacy notice if prayer-room booking/monitoring is used.
