Fair & Transparent Tenancy Management

Assesses whether the processes for allocating housing, managing tenancies, handling rent, and resolving disputes are fair, transparent, and legally compliant. The approach must reflect Islamic principles of justice (ʿAdl), compassion (Raḥmah), and the balance of benefit and liability (Al-Kharāj bi al-Ḍamān), ensuring statutory repair duties are met and eviction is a strictly governed last resort.

Maturity Levels
Level 1: Initial/Ad-hoc

Ad-hoc processes exist. Decisions are case-by-case. No documented allocations policy or formal hardship protocol. Risk of non-compliance with basic tenancy laws.

Level 2: Developing

Basic tenancy agreements and rent collection processes are in place. Allocations policy exists but may lack COI controls. Complaints handling is reactive and may not meet Ombudsman standards.

Level 3: Established

Standardized, compliant processes for Allocations, Rent, and Complaints (Ombudsman aligned). Tenants receive a 'Start Pack' with clear rights/responsibilities. Hardship protocol is defined but may lack proactive triggers.

Level 4: Advanced

Systematic measurement via KPIs. Eviction Review Panel is fully operational with proportionality checks. Reasonable adjustments are proactively offered. Audit sampling of allocations confirms fairness.

Level 5: Optimizing

Sector-leading ethical management. Deep alignment with Maqāṣid al-Sharīʿah (dignity/stability). Continuous improvement via benchmarking and learning loops. Zero unjustified evictions and high tenant satisfaction.
