Staff Engagement & Satisfaction Measurement
Measures how the organization embodies Shūrā (mutual consultation) and Raḥmah (compassion) by anonymously surveying staff satisfaction. By actively seeking employee feedback, leadership fulfills the Islamic mandate of collaborative decision-making and honors the Amanah (trust) placed in them by their workforce. Rooted in the higher objectives (Maqasid) of preserving human dignity, this consultative process fosters Ukhuwwah (brotherhood) and drives Iḥsān (excellence), leading to a healthier culture, improved retention, and enhanced service delivery for all stakeholders.
Assessment Questions
- How does the organization formally and anonymously gather feedback on staff satisfaction, engagement, and well-being?
- What lawful basis (Art.6) and special category condition (Art.9) are used, and is an LIA documented if using Legitimate Interests?
- How are survey findings presented to the Board (e.g., dashboard), and how do they inform the MHSWR stress risk assessment?
- Describe the 'You said, we did' communication process: is it timely (≤30 days) and specific?
- What safeguards ensure anonymity (suppression thresholds, redaction, k-anonymity) and prevent manager retaliation?
- How does the organization measure the effectiveness of actions taken (closure rates, pulse checks)?
Evidence Requirements
- Copies of the staff survey instruments (including 'Core Staff Voice' items).
- DPIA, Privacy Notice, and LIA (if applicable); DPA with survey vendor.
- Board/Trustee minutes showing review of the 'People & Culture Dashboard'.
- Documented action plan with owners, deadlines, and status updates.
- Evidence of communication to staff (emails, slides) within 30 days of survey close.
- Stress risk assessment (MHSWR Reg 3) updated with survey findings.
- Trend data showing changes in engagement scores and retention.
Scoring Guidelines
| Level | Rating | Description |
|---|---|---|
| 5 | 5/5 | Annual survey with excellent response (staff ≥80%, vols ≥60%); summary to staff ≤30 days; action closure ≥80% within 90 days; evidence of top quartile benchmark OR statistically significant year-on-year improvement OR strong internal benchmark vs prior pulses with reduced risk metrics. |
| 4 | 4/5 | Annual survey conducted; staff response ≥70%; clear action plan with owners/deadlines; progress updates to board and staff within 60 days; stress risks integrated into safety assessments. |
| 3 | 3/5 | Survey conducted but with <70% staff response OR action plan lacks ownership/timelines OR results not shared transparently with staff. |
| 2 | 2/5 | Informal feedback collection only (e.g., suggestion box) or survey conducted without anonymity safeguards. |
| 1 | 1/5 | No formal measurement of staff satisfaction. |
