This criterion assesses educator competence (Kafāʾah) and trustworthiness (Amānah) through rigorous safer recruitment, qualification verification, and ongoing suitability checks. It applies to all individuals who teach, instruct, or lead learning activities, whether paid, volunteer, or third-party. Ensuring teachers are skilled, verified, and legally cleared is fundamental to safeguarding learners (Riʿāyah) and preserving the integrity of knowledge transmission.
Kifāyah
Ability and competence for the role (al-Māwardī).
Isnād-based ijāzah
Verification of the chain of transmission and scope of permission to teach (Ibn Jamāʿah).
Ghish
Deception/fraud. Falsifying credentials or hiding safeguarding risks is a form of ghish that violates the trust of the community.
Kafāʾah
Competence; ensuring individuals possess required skills.
Amānah
Trustworthiness; a religious duty in hiring. Includes respecting safeguarding boundaries.
Riʿāyah
Guardianship; the duty to protect those in one's care, necessitating robust vetting.
