Accredited imām / khatīb CPD

Evaluates accredited CPD for religious leaders to ensure they uphold their Amānah (trust) with Kafāʾah (competence). Accredited CPD and supervision are mechanisms to ‘render the amānāt’ properly (Qur'an 4:58) by ensuring competence and just, safe decision-making in pastoral matters. This commitment demonstrates Iḥsān (excellence) in serving the congregation's contemporary needs while blocking means to harm (sadd al-dharā’iʿ) through robust safeguarding.

Assessment Questions
  1. Does the organisation have a tiered CPD policy distinguishing between employed imams, volunteers, and guests?
  2. How do you verify the accreditation of CPD providers (e.g., checking against Ofqual/UKBHC)?
  3. Is there a 'Single Central Record' or matrix showing DBS status and safeguarding training levels (Awareness vs DSL) for all speakers?
  4. Is formal pastoral supervision provided by a qualified, independent supervisor?
  5. How are pastoral notes and feedback stored in compliance with UK GDPR (Article 9 conditions)?
  6. Does the Board receive an annual report on Imam competence and safeguarding?
  7. Can you demonstrate improvement in sermon quality or pastoral care using objective metrics (rubrics/surveys)?
Evidence Requirements
  • Tiered CPD Policy and Annual Board Report.
  • Training Matrix (Single Central Record) showing DBS, Safeguarding Level, and CPD hours.
  • Accreditation verification records (e.g., provider checks).
  • Supervision agreement and anonymised confirmation logs.
  • Data Governance Pack: Privacy Notice, Retention Schedule, DPIA for feedback.
  • Khutbah Rubric samples and Pastoral Feedback summary reports.
  • Budget reports showing ring-fenced CPD spend.
