Assesses whether the organization provides a diverse range of regular, dedicated programs that cater to the holistic development of young people, covering their educational, social, and recreational needs. This criterion emphasizes a balanced approach (Wasatīyyah) integrating spiritual growth (Tarbiyah), safety (Riʿāyah), and skills for life, aligned with the Maqāṣid al-Sharīʿah (preservation of faith, life, intellect, lineage, and property).
Assessment Questions
- Does the organization meet the minimum frequency of 8 sessions per domain and 30 total annually?
- Can the organization demonstrate a 'Compliance Gate' pass: Named DSL, DBS Single Central Record, Written Risk Assessments, and Incident Log?
- Is there a Trustee-approved annual plan and quarterly reporting mechanism for youth programs?
- How does the organization operationalise safer recruitment and mandatory training for all youth staff/volunteers?
- What specific inclusion measures (bursaries, SEND adjustments) are documented and active?
- How is youth voice (Shūrā) formally integrated into decision-making?
- Does the organization measure impact beyond attendance (e.g., retention, skills, faith development)?
Evidence Requirements

- Quarterly Youth Dashboard/Report to Trustees.
- Safeguarding Policy, DSL Terms of Reference, and Incident Log (anonymised).
- Single Central Record (SCR) of DBS/Recruitment checks.
- Training Matrix and Induction records.
- Risk Assessments (activity-specific and segment-specific).
- Inclusion/Accessibility Statement and Adjustment Log.
- Youth Shūrā minutes and action tracker.
- Impact assessment reports (Balanced Scorecard).
