Managed & Measured Program: The program's effectiveness is systematically measured using feedback and key performance indicators (e.g., attendance, completion rates, participant employment rates). Partnerships with local employers are sought.

Level 5: Optimizing

Optimizing & Strategic Program: The program is a strategic community initiative, continuously improved using data analytics and feedback from both participants and employers. It adapts to changing labor market needs and demonstrates a significant, measurable impact on community employment.
