Evaluates a structured program that actively nurtures entrepreneurs through sustained support like incubation. This fosters economic self-sufficiency and ethical wealth creation, channeling barakah into the community and strengthening societal well-being. It operationalizes the protection of wealth (ḥifẓ al-māl) and prevention of harm (lā ḍarar wa lā ḍirār) by ensuring business models are ethical, compliant, and sustainable.
Assessment Questions
- Describe the structure of your entrepreneurship support program, including the key services offered (e.g., funding, mentorship, training, incubation).
- Provide your Shari'ah Governance Pack (ToR, conflicts register, screening criteria) and explain how you ensure financial mechanisms (e.g., Mudarabah, Qard Hasan) are compliant.
- Provide your FCA perimeter assessment and financial promotions controls used for investor events; who approved them and what records are retained?
- If providing funding, explain your Consumer Credit assessment (for individuals) and Subsidy Control assessment (for enterprises).
- How do you measure the success and impact of the program at 6, 12, and 24 months (e.g., survival rates, jobs, ethics)?
- Provide your DPIA, RoPA entry, and Safer Mentoring Code of Conduct.
Evidence Requirements
- Programme Charter and Curriculum (including Ethics/Shari'ah modules).
- Shari’ah Governance Pack: ToR, meeting minutes, screening criteria, and annual compliance report.
- Investor Event Compliance Pack: FCA perimeter assessment, financial promotion approvals/exemptions logs.
- Funding Compliance Files: Consumer Credit decision tree/disclosures (if applicable) and Subsidy Control files per award.
- Data & Safeguarding: DPIA, RoPA extract, Mentor Code of Conduct, and DBS verification log.
- Performance Dashboard: Scorecard showing survival rates, jobs created, and demographic breakdown.
- Conflicts of Interest Register (including connected persons/trustee benefits).
