Imam Competency Framework & Development Plan

This criterion assesses the existence and effectiveness of a comprehensive framework for Imam qualifications, training, and ongoing professional development. It ensures Imams possess the necessary knowledge, skills, and ethical qualities to lead prayer, provide spiritual guidance, and serve as positive role models (Qudwah Hasanah). The framework utilizes a weighted competency rubric covering theological understanding, Quranic recitation (Tajwid), Islamic jurisprudence (Fiqh), pastoral care, safeguarding, communication skills, and contemporary challenges. It distinguishes vetting and development pathways for employed Imams, volunteer Khateebs, and visiting speakers. The criterion evaluates the organization's commitment to continuous learning (CPD), pastoral supervision, and wellbeing measures to prevent burnout. It establishes clear pastoral boundaries with standard operating procedures (SOPs) for referrals and strictly prohibits counseling beyond competency limits. Performance is managed through an ACAS-aligned system involving self-assessment, peer review, and community feedback, underpinned by rigorous GDPR data controls and a culture of Amanah (trustworthiness).

Assessment Questions
  1. Does the organization use a weighted competency rubric with defined pass thresholds for Imam recruitment and evaluation?
  2. Is there a tiered safer recruitment matrix (Tier A/B/C) distinguishing between employees, volunteers, and guest speakers?
  3. Can the organization demonstrate a Pastoral Boundaries SOP with a verified referral directory and red-flag triggers?
  4. How does the organization ensure fairness in performance evaluation (e.g., ACAS alignment, calibration panels)?
  5. What evidence exists of mandatory CPD completion (min 24 hrs) including safeguarding and civic context modules?
  6. Are pastoral supervision records (min 6 hrs/yr) and wellbeing controls (leave, workload) documented?
  7. How is sermon content governed (planning calendar, peer review, content checks)?
  8. Does the organization maintain a Credentials Register verifying qualifications and renewal dates?
  9. Are GDPR controls (lawful basis, RoPA, retention) in place for sensitive performance and pastoral data?
  10. Is there a clear escalation route for serious incidents (LADO/Police/Charity Commission)?

  • Credentials Register (Qualifications, Verification Dates).
  • Supervision Logs (Dates, Hours, Supervisor Name - anonymized content).
  • Sermon Planning Calendar and Peer Review Checklists.
  • GDPR Record of Processing Activities (RoPA) and Retention Schedule.

Scoring Guidelines
LevelRatingDescription
5 5/5 Comprehensive, data-driven framework with a weighted rubric, full safeguarding compliance (Tier A-C), active supervision (>6hrs/yr), and high community trust (CSAT >80%). Continuous improvement is evident.
4 4/5 Well-defined framework with regular appraisals, 100% safeguarding compliance, and structured CPD (>24hrs/yr). Pastoral boundaries are documented and followed.
3 3/5 Basic framework exists with job descriptions and some training. Safeguarding checks are in place for employees but may be informal for volunteers. Evaluation is annual but lacks depth.
2 2/5 Limited framework; job descriptions exist but competencies are vague. Training is ad-hoc. Safeguarding checks exist but gaps in induction or refresher training.
1 1/5 No clear competency framework or development plan. Recruitment is informal with significant safeguarding or qualification verification gaps.
