This criterion assesses the effectiveness and quality of Quran recitation programs offered by the organization, focusing on adherence to Tajwid (rules of pronunciation) and their impact on participants' understanding and spiritual connection with the Quran. It evaluates the program's structure, teacher qualifications, resources, and assessment methods, ensuring they align with best practices in Quranic education. Furthermore, it examines the program's ability to cultivate a deeper appreciation for the Quran's meaning and promote its practical application in daily life. The criterion also considers the inclusivity and accessibility of the program, catering to diverse learning styles and proficiency levels. Ultimately, this criterion aims to ensure that the organization provides high-quality Quranic education that fosters both accurate recitation and meaningful engagement with the Quran. The program defines accepted qirāʾāt/riwāyāt for instruction, operates under a strict Data Protection protocol for audio/video assessments, and uses a standardized assessment blueprint covering makhārij, ṣifāt, aḥkām al-madd, ghunnah, qalqalah, waqf/ibtidā’, and a zero-tolerance policy for lahn jālī (major errors).

Level 1: Initial/Ad-hoc

Ad-hoc Quran recitation activities exist, but there is no formal program. Teaching is informal, with no standardized curriculum, teacher qualifications, or assessment of Tajwid. Major safeguarding or compliance failures may exist.

Level 2: Developing

A structured Quran recitation program is established with a defined curriculum covering basic Tajwid rules. Teachers have some recognized experience, and basic learning resources are provided. Safeguarding/GDPR gaps exist (e.g., no DPIA, informal recruitment).

Level 3: Established

The program is systematically managed with clear learning objectives, qualified/verified teachers, and regular, formal assessments. Meets all statutory safeguarding (DBS/DSL) and basic GDPR requirements (privacy notice/consent). Lahn jālī policy is in place. Teachers complete annual safeguarding training.

Level 4: Advanced

The program is continuously improved using participant feedback and performance data. It is inclusive, offering documented reasonable adjustments and tailored tracks. A strong emphasis is placed on connecting recitation with understanding (tadabbur) and spiritual reflection. Moderation cycles inform CPD. GDPR compliance includes DPIA and secure retention.

Level 5: Optimizing

The organization is a recognized center of excellence for Quranic education. The program demonstrably fosters a deep spiritual connection and positive character development. Holds external quality recognition (e.g., NRCSE Quality Mark/ISO 21001 alignment), publishes standardized rubric and anonymized outcomes, and delivers CPD to peer institutions. Zero un-remediated lahn jālī.
