M1-Pra-10 Compassion, Welfare & Environment Prayer & Ritual Services CORE Excellence v2.9.7

Observance of Islamic Calendar & Special Prayer Provision

This criterion evaluates the organization's commitment to accurately observing the Islamic calendar (Hijri) and providing high-quality, safe, and inclusive facilities for special prayers (Eid, Tarawih, Eclipse, Istisqa). It requires a documented 'Madhhab/Authority Alignment Statement' to manage fiqh variations and an 'Adab al-Ikhtilaf' (ethics of disagreement) policy to ensure communal harmony. The organization must implement a robust 'Event Pack' methodology for high-attendance gatherings, covering capacity modelling, crowd flow, and specific statutory compliance with UK safety laws (Fire Safety Order 2005, HASAWA 1974). It assesses the provision of accessible spaces with parity for women (monitored by a Female Services Lead) and specific adjustments for disabilities. Effective communication is governed by a strict SLA for announcements and full UK GDPR/PECR compliance (including RoPA and DPIA triggers). Environmental stewardship is operationalized through measurable waste and resource targets.

Assessment Questions
  1. Does the organization have a documented 'Decision Log & SLA' for calendar announcements?
  2. Is there a 'Madhhab/Authority Alignment Statement' and specific SOPs for Eid, Tarawih, and other special prayers?
  3. Can the organization produce a current Fire Risk Assessment and 'Event Pack' (capacity/flow plan) for the most recent Eid?
  4. Is there a named Female Services Lead and evidence of parity checks for women's facilities?
  5. Are safeguarding and GDPR controls (RoPA, DPIA, DBS) fully documented and operational?
Evidence Requirements
  • Calendar Decision Log and SLA document.
  • Madhhab/Authority Alignment Statement and Prayer SOPs.
