Qualified muʾadhdhin rota & sound check

This criterion assesses whether the organization maintains a rotation of qualified muʾadhdhins (callers to prayer) and conducts regular sound checks to ensure optimal audio quality. It evaluates the organization's commitment to excellence in the adhān (call to prayer) through proper training, scheduling, and technical support. Anchored in the Qur’anic emphasis on the public call to prayer (62:9) and excellence in speech (41:33), it recognizes the adhān as a spiritual practice, a public representation of the community (shiʿār), and a call to be answered. Neighbor rights (la ḍarar) and moderation in voice inform external volume and timing choices, applying the principle of al-umūr bi-maqāsidihā (matters are judged by their objectives) to ensure the call is dignified without causing harm.

Maturity Levels
Level 1: Initial/Ad-hoc

Informal/Ad-hoc. The adhān is performed by any available individual without a formal schedule. The sound system is used without regular checks, and issues are addressed only when they occur.

Level 2: Developing

Defined. A small group of designated individuals perform the adhān based on an informal or unwritten rota. Basic sound checks (e.g., microphone on/off) are performed inconsistently.

Level 3: Established

Managed. A formal, published rota is maintained. Competence matrix defined. Daily pre-adhān checklist used and logged. SPL targets defined; monthly internal spot-checks logged using calibrated meter. Basic assistive listening system operational and tested monthly.

Level 4: Advanced

Optimized. Muʾadhdhins qualified via matrix and receive coaching. Strategic rota supports fairness. Noise Management Plan (boundary limits, quiet hours) active; quarterly boundary checks; semi-annual neighbor check-in. Assistive listening tested weekly with contingency procedure. Quarterly assurance reporting to trustees.

Level 5: Optimizing

Leading. Recognized for consistent quality evidenced by ≥98% rota coverage, ≥95% check completion, ≥4.5/5 rubric score, 100% SPL compliance, and zero substantiated statutory complaints. Formal mentorship/succession pipeline. Continuous PA improvements informed by acoustic audits and community feedback. Publishes an annual adhān quality and noise stewardship summary.
