TS-AWM-11 Trust & Stewardship Asset & Waqf Management CORE Excellence v2.9.7

Safety drills and emergency preparedness

Evaluates an institutionalised emergency preparedness programme rooted in Amānah (trust) and Ḥifẓ al‑Nafs (preserving life): risk‑based drills (evacuation and lockdown), trained roles, inclusive procedures (including PEEPs), equipment readiness, and continuous improvement that safeguard worshippers, learners, staff, and volunteers. Applies especially to waqf-owned/managed premises as part of stewardship of endowed assets and protection of beneficiaries. Programme is owned by the Responsible Person (Fire Safety) and reviewed by trustees/board at least annually; drill outcomes, overdue actions, and material risks are reported via a standard Safety Assurance Pack.

Assessment Questions
  1. Does the organization conduct and document at least two formal safety drills annually?
  2. Is there a formal, documented schedule for safety drills that covers a variety of potential scenarios (e.g., fire, medical emergency, security threat)?
  3. Does the organization conduct and document post-drill reviews to assess effectiveness and identify areas for improvement?
  4. Are the findings from post-drill reviews used to update and improve safety policies, procedures, and training?
  5. Does the organization actively collaborate with external emergency services (e.g., fire department, paramedics) during the planning or execution of its safety drills?
Evidence Requirements
  • Annual safety drill schedule or calendar.
  • Completed drill logs or reports for the last 24 months, detailing the date, scenario, participants, and outcomes.
  • Minutes or reports from post-drill review meetings, including identified strengths, weaknesses, and action items.
  • Evidence of updated safety procedures or training materials resulting from drill feedback.
  • Communication records (e.g., emails, meeting invitations, official letters) or photographic evidence of collaboration with external emergency agencies for drills.
