This maximizes asset utility, fulfilling the amānah of the masjid as a civic center while preserving its sanctity. It deepens community engagement and addresses public interest (maṣlaḥah) by co-locating essential support services under a governance framework that ensures safety, compliance, and adherence to waqf stipulations (shurūṭ al-wāqif).

Assessment Questions
  1. How does the organization strategically plan for and manage the use of its site as a multi-service community hub?
  2. How is safeguarding governed across multiple providers (DSL roles, escalation, allegations, supervision, and partner assurance)?
  3. How does the hub manage data minimisation, consent, and data sharing with partners (RoPA, DSAs)?
  4. How are conflicts between prayer/worship use and service delivery resolved (adab, noise control, gender-sensitive scheduling)?
  5. What mechanisms are used to engage the community, identify their needs, and gather feedback on the effectiveness and relevance of the services provided?
