v2.9.7
Site operates as multi-service hub
Evaluates the site's transformation into a dynamic community hub offering diverse services. This maximizes asset utility, fulfilling the amānah of the masjid as a civic center while preserving its sanctity. It deepens community engagement and addresses public interest (maṣlaḥah) by co-locating essential support services under a governance framework that ensures safety, compliance, and adherence to waqf stipulations (shurūṭ al-wāqif).
Assessment Questions
- How does the organization strategically plan for and manage the use of its site as a multi-service community hub?
- How is safeguarding governed across multiple providers (DSL roles, escalation, allegations, supervision, and partner assurance)?
- How does the hub manage data minimisation, consent, and data sharing with partners (RoPA, DSAs)?
- How are conflicts between prayer/worship use and service delivery resolved (adab, noise control, gender-sensitive scheduling)?
- What mechanisms are used to engage the community, identify their needs, and gather feedback on the effectiveness and relevance of the services provided?
- How does the organization measure and report on the social impact and outcomes of its hub services, demonstrating its contribution to public interest (maṣlaḥah)?
Evidence Requirements
- Hub operations pack: zoning/floor plan with safeguarding sightlines, room booking rules, and master timetable.
- Partner onboarding checklist, signed MoUs/SLAs, and annual review records.
- Safeguarding assurance pack for partners (policy/DSL contacts/training expectations).
- Sample per-service risk assessment(s) and fire capacity notes.
- Data protection documentation: Hub RoPA, sample Privacy Notice, and Data Sharing Agreement.
- Utilization dashboard (room-hours used, attendance, demographics) and quarterly review minutes.
