Statutory H&S Compliance Register & Assurance

Evaluates the diligent maintenance of statutory health and safety logs, the appointment of competent dutyholders, and the timely closure of remedial actions. This fulfills the *Amānah* of safeguarding stakeholders by proactively protecting life (*Ḥifẓ al‑Nafs*) and ensuring a secure operational environment. It distinguishes between *Tafrīt* (negligence) and *Itqān* (perfection) in governance, preventing physical harm, disruption, and legal liability.

Maturity Levels
Level 1: Initial/Ad-hoc

Statutory H&S logs are non-existent, incomplete, or significantly out of date. Compliance is reactive, addressing issues only after failures or external enforcement, indicating a neglect of the basic Amānah to protect stakeholders.

Level 2: Developing

Some required H&S logs are maintained, but the process is inconsistent and person-dependent (risk of Tafrīt). Records may have gaps, and dutyholder roles are not clearly defined.

Level 3: Established

All legally required H&S logs are consistently maintained, complete, and current. Dutyholders are appointed, and a process exists for scheduling inspections. This meets the basic statutory and Islamic obligation of Ḥifẓ al‑Nafs.

Level 4: Advanced

H&S compliance is centrally managed (often digitally) with a clear landlord/tenant matrix. Remedial actions are tracked to completion within SLAs, and independent audits verify the system, demonstrating a proactive Amānah.

Level 5: Optimizing

The system achieves Itqān (excellence) through data analytics, zero high-risk overdues, and embedded learning loops. Compliance is transparent, and safety culture is proactively managed to prevent harm (La Darar).
