Community-led Leader Selection Process

This criterion assesses the extent to which an organization has established and implemented a formal, transparent, and meaningful process for its community or membership to select its governing body. It moves beyond self-appointing boards to a model where leadership is chosen by, and accountable to, the stakeholders it serves. This embeds the principle of consultation (*Shūrā*) and ensures the board reflects the diversity of its community, aligning with the Qur’anic ethic of knowing one another (Qur'an 49:13). For an Islamic organization, this is a manifestation of *Amānah* (Trust). Leadership is a sacred trust delegated by the community, not a right of ownership. This process ensures the trust is formally conferred and mitigates "founder's syndrome." It aligns with the Fiqh maxim: *"Tasarruf al-imam ‘ala al-ra’iyyah manūtun bil-maslahah"* (The actions of the leader regarding the subjects are conditioned on the public interest), ensuring candidates are selected based on their ability to serve the mission, not factional loyalty. Practically, this requires clear constitutional clauses defining the electorate (who is a member vs. beneficiary), robust election integrity controls (quorum, ballot secrecy), and eligibility checks (legal, safeguarding, conflicts). It transforms the AGM into a substantive exercise in accountability (*Muḥāsabah*). **Note on Applicability:** For organizations with fixed legal structures (e.g., certain Waqfs) that prevent member elections, this criterion is satisfied by implementing a formal Community Shūrā Council with published consultation rights on appointments.

Maturity Levels
Level 1: Initial/Ad-hoc

Leadership is self-appointed, co-opted, or determined by a small, unelected group (e.g., founders). There is no formal process for community or member involvement in selecting the governing body.

Level 2: Developing

An informal or ad-hoc consultation process exists, but the final decision on leadership appointments rests with the existing board. There are no constitutional provisions for community-led elections.

Level 3: Established

A formal leadership selection process is documented, including a defined membership structure. Elections are held, but may be inconsistent, have low turnout (<10%), or lack rigorous integrity checks.

Level 4: Advanced

The community-led selection process is well-established and transparent. Elections meet integrity standards (quorum, secure voting), are actively promoted with healthy turnout (≥20%), and positions are contested. The AGM is a substantive forum for accountability.

Level 5: Optimizing

The selection process is a cornerstone of culture, viewed as *Amānah*. High engagement (Turnout ≥30%), independent scrutiny, and proactive diversity outreach are standard. The process is regularly reviewed based on stakeholder feedback.
