Weekly Dignified Food Support Service (Food Bank, Pantry, or Hot Meals)
Assesses the consistent provision of food aid, combining operational excellence (Iḥsān) with strict regulatory compliance and human dignity. This criterion covers food banks, community pantries, fridges, or hot meal services. Definitions: 'Weekly' implies at least 4 service events per month. 'Choice-based' implies models where beneficiaries select items (e.g., pantry style) to preserve agency and reduce stigma. The service must uphold the dignity of beneficiaries (Karāmah) while meeting UK food safety and data protection laws.
Assessment Questions
- Is the service registered with the local authority and operating under a documented HACCP/SFBB system with signed daily checks?
- How are allergens managed for loose and pre-packed foods, and how is this communicated to beneficiaries (e.g., signage, labeling)?
- What is the lawful basis for processing beneficiary data, and is a Privacy Notice available?
- How does the organization ensure dignity (Karāmah) and reduce stigma (e.g., appointments, choice-based selection)?
- What safeguarding and fire safety risk assessments are in place for the specific venue and beneficiary profile?
Evidence Requirements
- Local Authority Food Business Registration confirmation and current Food Hygiene Rating (if rated).
- SFBB pack or HACCP documentation with last 4 weeks of completed diary checks and temperature logs.
- Allergen matrix for loose items and examples of PPDS labeling for packed items.
- Safeguarding Risk Assessment specific to food distribution (including home delivery if applicable).
- GDPR Privacy Notice and Data Retention Schedule.
- Volunteer training matrix showing Food Safety L2 and Safeguarding completion.
- Fire Risk Assessment and Accident Book (RIDDOR compliant).
- Beneficiary feedback evidence and impact reports.
