Shelter/meal for homeless & travellers

Assesses if the organization provides or facilitates access to shelter and/or meal provision for people experiencing homelessness (including rough sleepers, sofa-surfers) and for wayfarers/stranded travellers (ibn al-sabīl). The criterion emphasizes dignity (Hifẓ al-‘Irḍ), safety, and non-discriminatory access for all, including Gypsy, Roma and Traveller (GRT) communities and those with No Recourse to Public Funds (NRPF). *Note: 'travellers' refers to individuals temporarily away from home and in need (ibn al-sabīl), including but not limited to GRT where relevant.*

Assessment Questions
  1. How does the organization provide shelter/meals, and what is the frequency and reach of the service?
  2. Does the organization hold a 'compliance pack' including premises permission, insurance, fire RA, and food registration?
  3. How are data minimisation and ID checks handled to ensure low-barrier yet safe access (GDPR/Safeguarding balance)?
  4. What protocols are in place for medical emergencies (first aid/overdose) and safeguarding (adults at risk/modern slavery)?
  5. How does the organization measure outcomes (e.g., successful referrals) and ensure non-discriminatory access for GRT/women?
Evidence Requirements
  • Privacy notice, data retention schedule, and data sharing agreements.
  • Premises suitability pack: Owner permission, Insurance (public/employer liability), Fire Risk Assessment.
  • Shift SOPs, welfare check logs, and incident/near-miss logs.
  • Food safety: SFBB pack (completed diary), allergen matrix, and hygiene training certificates.
  • Safeguarding policy referencing Care Act 2014 and Modern Slavery; First Aid certificates.
  • Referral pathway map and records of successful referrals (anonymised).
