CWE-CWR-10 Compassion, Welfare & Environment Community Welfare & Relief CORE Excellence v2.9.7

Orphan/widow support scheme

This criterion assesses the organization's structured program for orphans and widows. A comprehensive scheme demonstrates excellence by upholding the sacred amānah (trust) and riʿāyah (care), providing stability to vulnerable families and strengthening the organization's social impact and credibility. Delivery must preserve karāmah (dignity), avoid stigma, and apply non-discrimination while prioritising need through transparent criteria.

Assessment Questions
  1. Does the organization have a formal, documented policy including definitions, eligibility criteria, and conflict of interest rules?
  2. How does the organization verify eligibility, and is there a documented appeals process?
  3. What safeguarding arrangements apply specifically to this scheme (e.g., DBS checks, reporting pathways, safe home visit protocols)?
  4. How does the organization ensure Amānah in managing funds, including restricted fund controls and fraud prevention?
  5. Does the organization use Individual Support Plans (ISPs) or similar mechanisms to manage holistic needs and track progress?
  6. What mechanisms are in place to measure outcomes (e.g., education, wellbeing) and facilitate graduation to self-sufficiency?
Evidence Requirements
  • Orphan/Widow Support Scheme Policy (including eligibility, definitions, and appeals process).
