Impact ToC & KPI dashboard

Assesses a structured Theory of Change and public KPI reporting (dashboard or report) to measure impact. This fulfills the principles of *muhasabah* (self-accountability) and *hisbah* (public oversight), while applying *sadd al-dharā’iʿ* (blocking means to harm) to protect beneficiary privacy. It strengthens stakeholder trust and guides effective resource allocation for maximum community benefit.

Assessment Questions
  1. How does the organization define and document the intended impact of its work (its Theory of Change)?
  2. What are the Key Performance Indicators (KPIs) used to measure progress, and do they include baselines, targets, and confidence ratings?
  3. How is performance data used for internal review and self-accountability (*muhasabah*) to improve programs?
  4. In what ways does the organization publicly report its impact metrics (dashboard or report) to stakeholders, fulfilling *hisbah*?
  5. What is the lawful basis and (where applicable) Art 9(2) condition for each published KPI dataset, and is an Appropriate Policy Document required and in place?
  6. What disclosure controls (k-thresholds, suppression, rounding, differencing checks) are applied to each disaggregation to prevent re-identification?
  7. If data relates to under-18s, how is the Children’s Code evidenced (default privacy, transparency, no unnecessary profiling)?
  8. How are KPIs disaggregated to monitor equity (e.g., by protected characteristics) and how accessible is the public reporting (WCAG compliance)?
Evidence Requirements
  • A documented Theory of Change (ToC), logic model, or impact map.
  • URL to a public-facing impact dashboard or copy of the latest public impact report with KPI table.
  • Published ‘Impact methods & limitations’ section.
  • Record of Processing Activities (ROPA) excerpt for KPI datasets.
  • Retention schedule and sample Data Processing Agreement (Art.28) with dashboard providers.
  • Latest DPIA, Art 13/14 Privacy Notice, and Appropriate Policy Document (if Art 9 data used).
  • Disclosure Control Standard/Policy and signed ‘safe release checklist’.
  • KPI data dictionary (definitions, source, cadence, owner, confidence rating).
  • WCAG audit report (manual + automated) and accessibility statement.
  • Dashboard Assurance Note or peer-review letter.
  • Stakeholder feedback summary and resulting changes.
