Fostering 'Ukhuwwah' (Brotherhood/Sisterhood) & Mutual Support
Assesses if the organization actively promotes a culture and implements mechanisms for mutual support, solidarity, and a strong sense of community (ukhuwwah) among its staff, volunteers, and/or service users. Rooted in the Islamic principles of ta'awun (mutual cooperation) and rahmah (mercy), this reflects the Prophetic ideal of believers functioning as a single unified body. Note: Service-user mechanisms are required only where the organization has ongoing cohorts or a duty-of-care relationship.

Level 1: Initial/Ad-hoc
Support is informal and reactive. The concept of 'ukhuwwah' is acknowledged but not systemically fostered. Any support provided is ad-hoc and depends on individual initiatives.
Level 2: Developing
Basic mechanisms for mutual support are introduced, such as occasional social gatherings or an informal process for helping those in need. Efforts are inconsistent but demonstrate an emerging awareness.
Level 3: Established
Formal policies and programs (e.g., hardship fund with DPIA/APD, peer-support with supervision) implemented; ≥65% belonging; ≥1 social/team event; ≥80% of new starters assigned a buddy within 5 working days.
Level 4: Advanced
Quarterly pulse surveys with action plans; belonging ≥75% overall and ≥70% across all protected groups; ≥2 programs improved via feedback; board reviews culture dashboard quarterly; ≥2 team-building events/year with accessibility checklists.
Level 5: Optimizing
Belonging ≥80% across all groups; ≥4 integrated programs; zero-tolerance bullying metrics improving YoY; publishes learning case studies; supports at least one partner/community with tools (templates/training) to replicate ukhuwwah practices.
Organisation Types
By Organisation Size
| Size | Applicability | Notes |

| Small | partial | Core values and anti-bullying rules apply, but formal DPIAs, APDs, and complex welfare/benevolent funds should be scaled down to match administrative capacity. |
