Providing a secure dwelling (maskan) is fundamental to cultivating tranquility (sakīnah) for residents. This commitment extends beyond mere legal compliance to profoundly impact tenant well-being and safety. By ensuring high-quality living conditions, organizations fulfill the higher objectives of Islamic law (maqāṣid al-sharīʿah), actively safeguarding life (ḥifẓ al-nafs), protecting assets (ḥifẓ al-māl), and upholding human dignity (ḥifẓ al-ʿird).
Assessment Questions
- Does the organization maintain a 100% accurate asset register and compliance calendar with a named Accountable Person?
- Are all statutory safety certificates (gas, electric, fire, etc.) current, and are Category 1 hazards remediated immediately?
- Is there a published repairs policy with clear SLAs (e.g., 24h emergency) and a specific, time-bound Damp & Mould policy?
- How does the organization ensure compliance with the Housing Ombudsman Complaint Handling Code and learn from tenant feedback?
- How are the principles of amānah (trust) and lā ḍarar (no harm) operationalized in the budget, staffing, and decision-making for property maintenance?
Evidence Requirements

- Repairs & Maintenance Policy with defined SLAs and performance reports (KPIs) showing % completed on time.
- Damp & Mould Policy and case logs showing resolution times aligned with Awaab's Law.
- Housing Ombudsman Self-Assessment and annual complaints performance report.
- Stock Condition Survey (recent) and 5-year capital works budget.
- Trustee Board minutes showing review of the 'Housing Safety & Quality Dashboard'.
