Jumu'ah Khutbah Relevance & Impact

This criterion assesses the relevance, impact, quality, and governance of the Jumu'ah (Friday) sermon (khutbah). It ensures the khutbah goes beyond structural validity to address contemporary issues, promote spiritual growth (tazkiyah), and inspire positive community action, aligned with Maqāṣid al-Sharīʿah. The organization must maintain a Trustee-approved Khutbah Governance Policy that defines oversight, topic selection, and risk management. Delivery must be clear, engaging, and accessible, with specific provisions for women and people with disabilities (Equality Act compliance). Khateebs must be qualified, vetted, and supported through training and feedback. The framework mandates strict adherence to safeguarding, political neutrality (Charity Commission CC9), and data protection (GDPR) standards. A robust quality assurance process, including pre-delivery checks and post-event impact measurement, ensures the khutbah serves as a safe, unifying, and transformative element of community life.

Assessment Questions
  1. Does the organization have a Trustee-approved Khutbah Governance Policy that defines oversight, roles, and incident escalation?
  2. How does the organization verify that khateebs are qualified (fiqh, safeguarding, context) and adhere to the code of conduct?
  3. What pre-delivery QA processes (e.g., brief review, risk check) are in place to ensure relevance and compliance?
  4. How are reasonable adjustments for accessibility documented, implemented, and monitored?
  5. Describe the composite index used to measure khutbah quality and impact, and how this data drives improvement.
Evidence Requirements
  • Khutbah Governance Policy (Trustee approved).
  • Khateeb Qualification Standards and signed Codes of Conduct.
  • Annual/Quarterly Thematic Map and Khutbah Briefs (samples).
  • Safeguarding training logs for speakers.
  • Accessibility/Reasonable Adjustments log and weekly checklists.
  • Data Protection Protocol and DPIA for recordings.
  • Quarterly Quality & Impact Index reports and 'You Said, We Did' publications.
Scoring Guidelines
LevelRatingDescription
5 5/5 Optimizing: Khutbahs are a strategic driver of community development. Governance is proactive; data drives continuous improvement. Innovative delivery and full accessibility are standard.
4 4/5 Quantitatively Managed: Formal governance and QA workflows (briefs, risk checks) are fully operational. Khateebs are qualified. Impact is measured via composite index. Compliance is consistent.
3 3/5 Defined: Documented processes for planning and selection exist. Basic feedback gathered. Structural/legal requirements met, but quality varies. QA is reactive.
2 2/5 Managed: Structurally valid and scheduled, but topics are ad-hoc. Governance is informal. No specific safeguarding checks. Accessibility inconsistent.
1 1/5 Initial: Ad-hoc delivery, no formal planning or oversight. High risk of irrelevance or compliance breaches. No accessibility provisions.
