Structured support for vulnerable groups
Assesses systematic support for vulnerable groups, moving from ad-hoc relief to rights-based, dignified care. This operationalizes Khidmah (service), Raḥmah (mercy), and Amanah (trust), ensuring safeguarding, data privacy, and Shariah-compliant governance (Zakat) are embedded to protect the dignity (hifz al-‘ird) and safety (hifz al-nafs) of beneficiaries. Rooted in Takaful (mutual solidarity) and Ihsan (excellence), this structured approach fulfills the communal obligation (Fard Kifayah) to uplift the marginalized, ensuring Islamic social justice actively empowers those in need.
Assessment Questions

- Can you demonstrate a 'DBS Eligibility Matrix' and evidence of safer recruitment (ID, references, induction) for all relevant roles?
- Show the Safeguarding Policy: does it explicitly name the DSL/Trustee Lead and define escalation routes to the Local Authority (Care Act s.42) and Police?
- Is there a 'Zakat Policy & Fiqh Position Paper' approved by trustees/scholars? How are restricted funds tracked?
- Do you maintain a Record of Processing Activities (ROPA) and Art.28 contracts for case management systems?
- How are lone working risks managed? Show the SOP and evidence of dynamic risk checks/check-ins.
- What is the Theory of Change for this group, and can you show baseline vs follow-up outcome data?
- Are case files audited quarterly? Show the last audit report.
