Policy Research & Thought Leadership

Evaluates whether the organization contributes to public discourse and policy-making by producing and disseminating well-researched, ethically governed, and compliant reports or thought leadership that address community needs and strategic objectives. Rooted in the Islamic duty of Nasiha (sincere advice) to society and its leaders, this effort aims to advance Maslahah Mursalah (public interest). By offering evidence-based insights, the organization exercises Hikmah (wisdom) to guide equitable societal progress, ensuring that intellectual contributions actively foster collective well-being.

Assessment Questions
  1. Describe how trustees ensure CC9 compliance and non-party political neutrality, including pre-election approval and spending controls.
  2. What is your ethics/DPIA decision tree (including special category data and vulnerable participants) and who approves it?
  3. How does the organization identify and prioritize topics for its policy research to ensure relevance and avoid mission drift?
  4. Describe the methodology and quality assurance processes (including Tabayyun verification) used to ensure research is rigorous and objective.
  5. How are Islamic principles, such as Maqāṣid al-Sharīʿah and Shūrā, integrated into the analysis and recommendations?
Evidence Requirements
  • Board-approved Research Governance Policy (including CC9/PPERA protocols).
  • Conflicts of Interest (COI) Register and declaration forms per publication.
  • DPIA screening records and Data Management Plan for primary research.
  • Completed 'Tabayyun' verification checklist and Source Table for each output.
  • Accessibility Conformance Statement (WCAG 2.2 AA) and plain-English summaries.
  • Evidence of Shūrā (consultation logs) and Maqāṣid/Maṣlaḥah matrix for major reports.
  • Impact Log: Citations, parliamentary submissions, and documented service improvements.
