Robust accounting system
This criterion assesses whether the organization has implemented a reliable, secure, and appropriate accounting system that accurately records all financial transactions and produces timely financial reports. A robust accounting system is fundamental to financial management, transparency, and accountability. Scope includes system configuration, access/security, audit trails, period controls, journal workflows, reconciliations support, and interface/import controls. Budgeting/forecasting and strategic performance reporting are assessed only insofar as they are generated from the accounting system.

Level 1: Initial/Ad-hoc
Basic, inconsistent, and often manual methods (e.g., spreadsheets) are used for recording financial transactions. There are no formal controls, and reporting is ad-hoc and unreliable.
Level 2: Developing
A standardized accounting software is adopted, but its use is inconsistent. Basic financial reports can be generated, but they often have delays or require significant manual correction. Basic data backup procedures are in place.
Level 3: Established
A reliable accounting system is consistently used for all financial transactions, including SORP-compliant fund accounting (restricted/endowment) and project/grant tagging. Standard financial reports (SoFA, Balance Sheet, Cash Flow) are produced accurately within 10 working days. Reconciliations are risk-based: monthly for bank/credit cards/payroll; quarterly for other balance sheet accounts; annual for fixed assets. Prior periods are locked.
Level 4: Advanced
The system integrates with payroll and banking via secure APIs; reconciliation is automated for ≥80% transactions. Budgeting/forecasting and variance analysis are embedded. Security is independently assured (e.g., vendor SOC 1/2 or ISO 27001), logs are reviewed monthly, and access is recertified quarterly. Finance data informs quarterly board dashboards and scenario planning.
Level 5: Optimizing
The accounting system provides real-time financial analytics and is fully compliant with relevant international and Islamic accounting standards (e.g., AAOIFI). It undergoes continuous improvement for efficiency and security, facilitating full transparency for stakeholders and embodying the principle of Iḥsān (excellence). Real-time dashboards; automated anomaly detection with exception reporting; open, stakeholder-facing financial summaries (with appropriate privacy safeguards). Where applicable, alignment with AAOIFI governance/ethics and zakat reporting; continuous improvement evidenced by KPI trends and annual internal audit over controls and integrations.
