CWE-ES-03 Compassion, Welfare & Environment Environment & Sustainability CORE Excellence v2.9.7

Energy Efficiency Measures Implemented

Assesses whether the organization has implemented tangible measures to improve energy efficiency in its facilities, demonstrating a commitment to responsible resource use and reducing its carbon footprint. Includes both capital measures (retrofits) and operational controls (scheduling, setpoints, commissioning) aligned to actual occupancy patterns such as prayer/service timetables. These efforts reflect the Islamic duty of khilafah (stewardship) over the earth by actively avoiding israf (extravagance) in energy consumption, upholding the sacred amanah (trust) of environmental protection.

Assessment Questions
  1. Does the organization have a formal, documented policy regarding energy efficiency and conservation?
  2. What specific energy-saving measures have been implemented in the last 24 months (e.g., LED lighting, HVAC upgrades, smart thermostats, insulation)?
  3. Has a professional energy audit been conducted, and is there a documented action plan based on its findings?
  4. How does the organization monitor and track its energy consumption against defined reduction targets?
  5. Is energy efficiency a mandatory criterion in the procurement policy for new equipment and in the design of new or renovated facilities?
  6. How does the organization foster a culture of energy conservation among its employees and stakeholders?
  7. Does the organization benchmark its energy performance against industry best practices or hold any relevant certifications (e.g., ISO 50001, LEED)?
  8. What innovative or leading-edge practices has the organization adopted to minimize its energy footprint (e.g., on-site renewable energy generation, smart building technology)?
  9. How is the baseline defined and when will it be re‑baselined? Is performance weather- and occupancy-normalised? What sub‑metering exists for major end-uses? If in leased premises, what landlord/green lease provisions support efficiency? What are the current EPC/DEC ratings (where applicable)? Are TM44 air-conditioning inspections up to date for systems >12 kW?
  10. Define the reporting boundary: which meters/energy streams are included (tenant-only, base-building, landlord-provided services)? If shared meters exist, what apportionment method is used?
  11. Do HVAC setpoint/scheduling changes include a risk assessment to ensure they do not compromise workplace safety, thermal comfort, or ventilation (HSWA 1974)?
Evidence Requirements
  • Official Energy Efficiency Policy document.
  • Energy audit reports and corresponding action plans.
  • Utility bills or energy consumption data showing trends over the last 3 years.
  • Documentation of implemented measures (e.g., purchase orders for LED lights, contracts for HVAC upgrades, project completion reports).
  • Procurement policy documents that explicitly include energy efficiency criteria.
  • Internal and external reports on energy performance and progress towards targets.
  • Materials from staff training or awareness campaigns on energy conservation.
  • Relevant certifications (e.g., ISO 50001, LEED) or benchmarking reports.
  • Current EPC and/or DEC (where applicable); TM44 air‑conditioning inspection reports and remedial actions; BMS trend logs/smart meter monthly data; green lease clauses or landlord correspondence; commissioning/retro‑commissioning reports; ETL/Energy Label screenshots/specs for procured equipment.
  • Energy Performance Pack (last 12 months): baseline statement, normalisation protocol, monthly dashboard (kWh, kWh/m2, kWh/occupancy-hour, kgCO2e/m2), variance commentary, corrective action log with owners/dates, and approval/sign-off.
Scoring Guidelines
LevelRatingDescription
5 5/5 ≥20% reduction in normalised kWh/m2 vs baseline; ≥80% adoption index; monthly reporting with assurance.
4 4/5 ≥10% reduction; ≥60% adoption index; monthly reporting.
3 3/5 5–9% reduction or verified completion of at least two major measures (e.g., full LED + HVAC optimisation); quarterly tracking only.
2 2/5 <5% reduction with ad-hoc measures; no normalisation; irregular data.
1 1/5 No measures or increasing normalised consumption.
