This criterion assesses whether the organization has a documented, publicly available strategy for its dawah (outreach) activities. It requires a two-layer documentation approach: a Public Summary (outlining objectives, values, and complaints routes) and an Internal Annex (containing sensitive risk, security, and operational details). The strategy must define the scope of dawah activities, ensuring alignment with Islamic ethics (non-coercion, wisdom) and UK regulatory standards (safeguarding, GDPR, governance).

Assessment Questions
  1. Does the strategy define the scope of dawah and explicitly exclude political campaigning?
  2. Is there a Public Summary available and a separate Internal Annex with sensitive details?
  3. Does the strategy include a mandatory 'Ethical Dawah Commitments' section (non-coercion, wisdom)?
  4. Is there a documented Serious Incident Reporting (SIR) decision pathway and complaints route?
  5. Does the organization maintain a ROPA entry and Art 28 contracts for outreach tools?
  6. Are minimum digital security controls (MFA, role-based access) in place for all outreach accounts?
  7. Is there an 'Outreach Safeguarding Protocol' covering lone working and chaperoning?
  8. Does the organization track metrics for Outcome, Safeguarding, Aftercare, and Do-No-Harm?
  9. Is there a published accessibility statement and reasonable adjustment process?
