Published dawah strategy
This criterion assesses whether the organization has a documented, publicly available strategy for its dawah (outreach) activities. It requires a two-layer documentation approach: a Public Summary (outlining objectives, values, and complaints routes) and an Internal Annex (containing sensitive risk, security, and operational details). The strategy must define the scope of dawah activities, ensuring alignment with Islamic ethics (non-coercion, wisdom) and UK regulatory standards (safeguarding, GDPR, governance).
Al-Wasā'il lahā Aḥkām al-Maqāṣid
The means take the same ruling as their objectives. Since dawah is an obligation, planning and strategizing (the means) to perform it effectively also become important.
Maṣlaḥah Mursalah
Consideration of public interest. A well-defined dawah strategy ensures that outreach activities are beneficial, relevant, and tailored to the needs of the community, thereby maximizing public good.
Tablīgh
The duty to convey the message of Islam.
Ḥikmah
The principle of calling to Allah with wisdom and fair preaching, using knowledge correctly and appropriately for the situation.
Iḥsān
The concept of excellence and perfecting one's actions. Applying Ihsan to dawah involves moving beyond ad-hoc efforts to a thoughtful, well-planned, and professionally executed strategy.
